ACA 創立於 1880 年，是全美歷史最悠久、致力於服務廣大划槳社群的非營利組織。ACA 核心架構奠基於四大戰略主軸：教育 (Education)、環境守護 (Stewardship)、休閒 (Recreation) 與 競賽 (Competition)。ACA 核心宗旨包括：Founded in 1880, the ACA is a national nonprofit serving the broader paddling public. The four strategic tenets of the ACA are: Education, Stewardship, Recreation, and Competition. Key missions include:

為社會大眾提供充滿樂趣的水上划槳機會。Provide the general public with FUN paddlesport opportunities.
讓水域划槳教育與專業指導普及化且易於取得。Make paddling education and instruction accessible.
改善全美與各水域（激流、平靜水域、沿岸資源）的下水點進出便利性。Improve access to all paddling venues.
推動適應性運動，將划槳拓展至身心障礙者與未受充分服務之弱勢族群。Expand paddlesports to people of all abilities and underserved populations.

領導規模與重要成就National Leadership & Scope

全美領導標竿：擁有逾 8,000 名認證指導員與 225 名培訓師 (IT/ITE)，每年透過 ACA 課綱受訓學員超過 80 萬人次。Over 8,000 certified instructors and 225 ITs/ITEs, reaching over 800,000 students annually.
賽事與活動認可：每年官方認可 (Sanction) 超過 1,400 場水上活動與賽事，提供責任保險、技術支援與借用裝備。Sanctions over 1,400 events annually, providing insurance, technical assistance, and funding.
環境守護補助：獲 L.L. Bean 贊助設立水域守護專案基金，補助地方俱樂部保護珍貴水域環境。Offers stewardship grants funded by L.L. Bean to assist local clubs in water conservation.

核心營運架構與職能Core Operating Departments

安全教育與教學部門 (SEI)：全職行政部門，負責指導員資格審查、證照檔案維護、政策落實、違規通報調查與資格申訴受理。SEI Department: Administrative arm managing instructors, certification records, policy adherence, and grievances.
公共政策與推廣部 (Outreach)：代表划手倡導水域進出權利與水質安全；與美國海岸防衛隊 (USCG) 合作發行安全宣導品。Policy & Outreach: Advocates public water access, clean water legislation, and coordinates USCG initiatives.

2. 安全教育與教學委員會 (SEIC) 與指導員體系2. SEIC & Instructor Development Pathway

安全教育與教學委員會 (SEIC) 的運作Safety Education and Instruction Council (SEIC)

SEIC 是 ACA 全國董事會的志願性專業諮詢組織，由熱愛各舟艇專項且經驗豐富的志工組成。所有 ACA 認證指導員皆為 SEIC 的當然成員。SEIC 由主席、副主席與秘書共同領導，並與前任主席共同組成「標準委員會 (Standards Committee)」，負責審理政策例外申請、核准培訓師任命，並裁決資格爭議與申訴案。SEIC 轄下各專項委員會負責制定並定期修訂官方課綱手冊。The SEIC is a voluntary advisory council to the ACA National Board. All ACA instructors are de facto members. Coordinated by a Chair, Vice Chair, Secretary, and immediate Past Chair forming the Standards Committee, it reviews policy exceptions, approves trainers, and oversees curriculum development.

2. 培訓師 (Instructor Trainer - IT)2. Instructor Trainer (IT)高階卓越教學者，除講授一般課程外，主持工作坊培訓並考核新任指導員。Master teacher conducting workshops to train and certify new instructors.

3. 培訓師教育家 (IT Educator - ITE)3. IT Educator (ITE)頂尖領導者，負責指導、培訓並評估 Instructor Trainer (IT) 候選人。Highest level; trains, mentors, and evaluates new Instructor Trainer candidates.

「教育重於管制」Education, Not Regulation

減少水上事故有兩大基本途徑：教育與法令強制管制。ACA 堅信「自發性教育」才是根本解方。完善的划槳教育能從內心建立正確的水域安全心態、自救技巧與環境責任，成效遠勝機械式的法規懲罰。Education and enforcement/regulation are two basic approaches to reducing fatalities. ACA believes education is the true key, providing the foundation for safe boating behavior far more effectively than rigid regulations.

數據警示 (2009–2019)：全美過去 10 年超過 7,000 人死於船艇意外，其中約 1,500 人涉及各類舟艇（皮艇、獨木舟、SUP、充氣艇）。高達 80% 遇難者未曾接受過任何正式水上教育（約 1,200 名划手因缺乏基本安全知識而喪生）。Data Alert: Over 7,000 boating fatalities in 10 years; 1,500 involved paddlecraft. Nearly 80% occurred where operators had NO formal instruction (~1,200 preventable deaths).

全美水域安全合作夥伴網絡ACA’s Boating Safety Partners

ACA 與多個國家級水域安全機構簽訂正式合作協議，共享免費公眾資源：The ACA collaborates closely with key national boating safety organizations:

NASBLA (全美州立划船法規主管協會)：提供各州水上法規、航行限制與強制教育規範查詢 (nasbla.org)。NASBLA: State boating regulations, legal access, and education mandates.
NSBC (全美安全划船委員會)：每年 5 月舉辦「全美安全划船週 (National Safe Boating Week)」，提供宣導文宣與師資訓練 (safeboatingcouncil.org)。NSBC: Organizes National Safe Boating Week in May and produces low-cost materials.
USCG (美國海岸防衛隊水上安全處)：統計官方事故報告，推動「負責任航行 (Boat Responsibly)」計畫，提供免費公用舟艇照片圖庫 (uscgboating.org)。USCG: Publishes accident statistics and open-access photo libraries under Boat Responsibly.
USCG 輔助隊 (Auxiliary) & 美國動力艇協會 (USPS)：志工提供免費船艇檢驗與搜救支援；提供氣象、航海圖作業與導航專業課程。USCG Auxiliary & USPS: Volunteer vessel safety checks, rescue support, and navigation courses.
